Can someone please explain why answer D is preferred over choice E?

A,B & C incorrectly compares 'the most severance packages' with 'workers'. This comparision is correct in D & E.

Also - in E 'the last day that they are scheduled to collect' is awkard and wordy as compared to 'their last scheduled day in order to collect; In (E) it seems like the workers are scheduled BUT the day must be scheduled not the workers. (D) is the best choice
