General: Case to Case or Case by Case

Which is correct
a. Case to Case or
b. Case by Case?

Is there a hyphen "-" before and after "to"?

My lawyer friend says A. I thought it was B. :roll:

Case by Case -> refers to item by item

I think British dialect follow case to case.

I believe GMAT follows the American way.

please give some context here.

if you're talking about reviewing some phenomenon on a case-by-case basis, then yeah, you need case-by-case.

but you can also concoct sentences in which the other construction is ok, as in
the details vary from case to case, but the basic phenomenon is the same.

so ... context?
