D might be second step to curb the football match like political campaign. First step should be to limit the television coverage of opinion polls since it is explicitly mentioned that "the obsession with opinion polls" is the biggest factor.
Once the television coverage is limited, the publication and distribution of vetor-education literature will be useful.

Hey Vivek,

Let me tell you something very important my teacher told me this,

NEVER EVER introduce any new element in CR Questions, untill you dont have any other clue.

Here, the passage is dealing with "Television coverage of Elections campaign"..

At the first glance when i read the choices, i eliminated A,B, and D. Becoz they are talking about things which are out of Scope of passage.

Out of C and E, which are within scope, i found C is correct one.
Even if you read closely, E is also out of scope.
