due to just act as adj?

i have heard,or read in MGAMT SC book, that due to can just fuction as adj rather than adv. However, i encouter a question in GMAT prep software, due to ,not underlied,obviously act as adv. could you give me some advice when i seen this deadly due to?

another related question: i know owing to/because of can only function as adv, what about on account of? can we also write:
sth is on account of sth?
