doubt regarding "thought that"

"Thought that" --> Signals probability. So, the verb that follows should be "would".

can you explain how does it signals probability

If I'm understanding your question correctly, what follows "thought that" indicates what the subject of the sentence thought was a probable occurrence.

For example:

I thought that he would pass the test.
They thought that the mayor would lose the race.
