Doubt:comma + ing setup are supposed to modify entire clause

Hii All,

I have a serious doubt that "Comma + Ing form can ONLY modify clause.."

This I have read in one topic :
minivans-carry-as-many-as-seven-passengers-t6094.html

i guess D can be kicked out because it is a comma + ing setup....
and comma + ing setup are supposed to modify entire clause....
which is not the case here.....
Can someone please confirm....

correct.

MGMAT SC guide says that GMAT prefers the use of relative clauses in such cases.
