Does "those" have to refer to an antecedent?

Dear Ron

I came across this question from OG13 - SC - #93. I understand that "those" should not be the focus of this question, as all the five choices have "those". But I am curious to learn from you whether "those" have to have an antecedent. Clearly, in this sentence, "those" cannot refer to "nobody", so "those" have no antecedent in this sentence.

the use of 'those' to mean 'people' is standard (e.g., Most banks will not lend to those who need the money most).

as you noted, this construction is NOT tested. i don't think that's a coincidence.
