If you clicked on one of the answer bubbles but didn't have time to click "next" and "confirm" then the computer will still count your answer (and, if you answered incorrectly, it will count that as an incorrect answer). If, however, you did NOT click on any of the answer bubbles, then the test will count that as an unanswered question, and the penalty for that is higher than for answering the question incorrectly.
The exact penalty depends upon your scoring level and the question, but the penalty tends to be around 3 percentile points for an unanswered question versus 2 to 2.5 percentile points for an incorrect answer.
