Dated to be vs Dated at...

I've seen this on the thread before, without real resolution.
OG13 SC #30 uses the form to be... whereas SC #81 & #140 use dated at... help!

... with two different words, so, no contradiction. (the word "dated" does not occur in #30)

in any case, these days the gmat isn't going to test idioms beyond the most common ones, so this won't be an issue for you.
