Answer A, C, and E are out of scope.
D, we can not know.
B is correct. It shows that those man born in large cities, live close by. Thus, tell us it is hereditary not external factor.

I agree that B is correct here. Note that D actually strengthens the argument.
As for why B is correct, note that the original theory of baldness is that it is hereditary. There is a NEW theory, however, that states that city-dwelling causes baldness. To weaken that theory, we would like to undermine the strength of its evidence. By showing that there might be a link between city-dwelling and heredity, we raise the question that perhaps this evidence actually supports the earlier theory.
