Corporate finance committees

Hello

I found this sentence on Brutal SC. I went for C but there is no consensus on which should be the answer. What should be the answer?

Corporate finance committees do not plan the detailed activities of the various divisions in a large firm, (but by their allocation of investment funds they make strategic judgements as to where the firm should expand).

a) by their allocation of investment funds they make strategic judgements as to where the firm should expand
b) when they allocate investment funds, they make strategic judgements about where the firm might be expanding
c) they make strategic judgements on where the firm should expand when they allocate investment funds
d) by allocating investment funds, they will make strategic judgements about where the firm might be expanding
e) allocations of investments fund as to where the firm should expand are their exercise in strategic judgement

You wouldn't see a comma, then a parenthetical expression, and then a period on a GMAT sentence. In fact, I doubt you'd see a parenthetical expression on SC at all. However, you might have a good sentence here if you were to simple connect the first clause and the second (currently parenthetical) clause with a semicolon. In that case, A would be correct. This is because the second clause is clear in its expression that by making a certain action, the committees are in fact making a decision re: the specific plans of various departments.

Okay, that makes sense, except in that case that the parentheses start at the wrong place in the original version.

I suppose C is best here, then, but I don't love it, because I don't like that floating "where." This seems to imply that we are describing a specific location in which to expand, which could be the meaning of the sentence, but it doesn't seem like it to me.
