Comparative Adjective & Than

MGMAT SC Guide says "Do not use a comparative adjective unless you have a than in the sentence". (Page 131, 5th ed.)

What about the following sentence:

Compared with last year's, this year's growth rate is higher.

Is this sentence incorrect? It has a comparative adjective - higher - but no than.

IMO, this sentence is incorrect.

Here, we are comparing "growth rate" of two years. You'd say "High" not "Higher"

following sentences are correct -
I'm stronger than you.
I'm taller than you.

Here the comparasion is between "I" and "YOU"
I Can. I Will.
