Cause-Motion constructions: With or without "TO"?

I just summarized the OG questions again and put together a list of cause-motion constructions.

Constructions with TO:
• allow x to do y
• require x to do y
• forbid x to to do y
• call x to do y

But there are also constructions without TO:
• Find x do y
• Suggest x do y

And there are even exceptions:
• Rule x did y
• Propose x be y

Is there any general rules on this or should I cram and memorize each case? Is there any other words that I should know?

most of these "formulas" are meaningless without context.

if you've been going around and "collecting" these by REMOVING them from the original context ... well, that's pretty much the exact thing you don't want to do.

so, if you have queries about these constructions, please post them in context.
we don't allow OG problems on the forum, so, if the original context is OG, try to make up your own examples that are reasonably similar to (NOT exactly the same as) the originals.

pretty much this entire test is designed to make "cramming and memorizing" unhelpful.
