Are we allowed to post questions for online OG 13 - I.R section here ?

Would also love to have a place where we could discuss general I.R strategies - timing , approach etc.

until you hear otherwise, go ahead and refrain from posting IR questions that aren't publicly available for free. for now if you have general IR questions, it's probably best to post them in the non-CAT IR forum..
