I understand why C is correct, but I just don't understand why I cannot choose B. If there is the possibility that more prisons are constructed, it reduces the possibility that "the percentage of people convicted of crimes who are being given prison sentences is on the increase". I think B just gives an alternative explanation to the increase in the no. of prisons and therefore weakens the argument.....
