The answer is C). But i went for B). Reason being C) is IRRELEVANT but B) is the LEAST relevant - as given in the stem. Could someone explain?

IMO

what B is saying is that advertisement in other trade publications would be likely to reach prospective customers. In other words, advertisement in those trade publications could attract new customers.

Therefore this is relevant to the decision in that the shop could choose any of those other trade publications to put its advertisements or in that the same behavior could start happening in the current trade publication.
