My question is : are there two modifier in the Question sentence?
1- ...,colder and wetter than...>> modifying "weather"
2- ...,which slowed... >> supposed to modify "weather" but modifying ""some regions" as sunny.jain stated earlier
Yes indeed.Which has to be taken care of,in both the cases.
While I wrote this, I am having another doubt about what I wrote above-- "supposed to modify". many a times we say-" am I supposed to do this?" is "supposed" modifying "I" or "to do"? supposed is adjective, no doubt. so it should be modifying "I"

I am Not sure what you are trying to get at.However IMO,supposed can be used here in different context,for example the very sentence can be interpreted as :
I ought to do this.
Also,Mr X the supposed dictator,was killed in the revolution.
Here the context is assumption.Both the cases it is describing the subject.
