An issue with subject verb

Each and every student and instructor in this building __________ for a new facility by next year.
Answer says: hopes ( which is singular ), but why can't answer should be 'Hope'.
my reasoning is: though each and every is singular but 'and' before 'instructor' make it a compound subject then it will lead to Plural right???

Appreciate your help.

I see what you're getting at and it is making me think about it a number of ways.

The way I look at it is that "Each and every student and instructor" is the same as saying "everyone", which is singular. Using hope sounds right to the ear or be the way people use it in conversation, but doesn't work in print.

I'll try to expand on this in a bit.

i agree that the best way to approach this is to substitute in "everyone". but this wording is awkward and confusing and you will not likely see it on the GMAT. where did this sentence come from?
