wish = active; (to) be included = passive.

you don't need to know the definitions of these terms for the gmat exam; you just have to know how the different constructions are used when you see them.
(if you still have a burning desire to understand the definitions of "active voice" and "passive voice", then your best bet is simply to google them"”that way you'll get explanations that are much more complete than anything we could provide on here.)
