A question the usage of "etc"

Hi,

For example,

a, b, c, d and etc.

Some people told me that you don't need to put "and" before etc. May I ask what the grammar rule is for the usage of etc?

and so on, and so forth, and etc are abbreviations for coordination. I think the main reason you don't need to put "and" before etc is because it would be redundant since it is understood.

He packed his clothes, his books, his papers, etc.

But I'm not sure whether there is a explicit grammatic rule.
