Got that in the official GMAT....
620 (Q47 / V29)

Would you say that schools will give more weight to the quant section of the test if one is non native speaker?

My goal was 650....

Some schools are more lenient on the verbal score for non-native speakers, yes. If you know where you want to apply, you might consider asking them how they evaluate non-native speakers against native speakers (relative to the GMAT). That's a reasonable question to ask, and the schools' responses will give you an idea of whether your score is okay or whether it might be a disadvantage at that school.
