Ron explained the difference between the two expressions above, but unless you know what the correct meaning should be, stick with the grammar issues in this sentence. To plan to practice may sound awkward, but there's no grammatical error in that expression:
They are more likely to X
They are more likely to plan (to do something).
There are much more important errors in the 4 incorrect answer choices.
