Ron explained the difference between the two expressions above, but unless you know what the correct meaning should be, stick with the grammar issues in this sentence. To plan to practice may sound awkward, but there's no grammatical error in that expression:

They are more likely to X
They are more likely to plan (to do something).

There are much more important errors in the 4 incorrect answer choices.

Dear Experts ,

I need some clarifications regarding difference in A and C
As far as understand "Likely" will use "to" , as an e.g

John is more likely to plan a trip to Boston than Mike
Allen is more likely to practice in the nets than Steve.

Please correct me if I am wrong.

As per the choices A and C

(A) minority graduates are nearly four times more likely than are other graduates in planning to practice

(C) minority graduates are nearly four times as likely as other graduates to plan on practicing

How do we differentiate whether it should be likely to plan (choice C) or likely to practice (choice A)

Idiom in option A is NOT 'Likely.... to practice' but 'Likely ... in planning', which is wrong as you have rightly pointed out that 'Likely' goes with TO.

thanks Willy , but I still have some doubts , as you mentioned the difference is

A . Idiom is likely .. in planning to practice

C. Likely to plan on practicing

here is my doubt again , as likely goes with TO so in choice A and C how do we know whether likely goes with "practice" or "planning"

I mean we could have A also correct if we see it as Likely .... to practice.

Since we are comparing students who are graduating, you don't want to compare a group of people who do something with another group who are planning to do something. You are comparing what certain people plan to do vs what other people plan to do.
