Can someone please explain why the answer is B and not c?

(A) relations between nations that illustrates (Must be AMONG Nations)
(B) relation of one nation with another that illustrates (Correct)
(C) relations between nations that illustrate (Same as A)
(D) relation of one nation with another and illustrate (lecture recounted...and illustrate Not Parallel)
(E) relations of nations that illustrates

Nothing in the original sentence precludes the possibility that this sentence refers to the direct relations between two nations, since most nations can have multiple "relations" (political, economic, social, etc.) with each other. B and D are wordy and awkward, while A and C incorrectly utilize the singular "illustrates" rather than the plural "illustrate."

C is my best answer.
